In anticipation of doing a much needed clean installation when I get a copy of Tiger, my question is: what's the best way of backing-up iTunes so I can retain all the music library settings, playlists, etc. when I re-install iTunes?

These three files are all you need. Just copy the entire iTunes folder (found in ~/Music) where they all reside. If you want to retain the preference settings too, just copy the com.apple.iTunes.plist file from the ~/Library/Preferences folder into the same folder in your new computer.
