Has anyone experience this? Safari seems to have lines behind the icon. Weird.

Happens to me too from time to time.
Ever since i moved to snow leopard. Sometimes happens to Finder windows too. It's freaky. But a log out / restart usually fixes the problem.
I actually miss the stability of leopard. Snow leo buggy still. 10.6.2 save us!!!

I have a snow leopard upgrade but I havent updated yet. I thinks theres still lots of issues with snow leopard. some of he apps that I often use are still not compatible to SL.

often, anything that's been drawn on the desktop is a job of the videocard, maybe it's the videocard driver that doesn't work seemlessly with snow, an update (10.6.2) imo would fix that.
