I would try unpairing your mouse, then pair it again.
Love the new "mouse support"! I was able to pair both my Logitech M720 and Logitech Spotlight presenter remote! Cannot wait to use the remote to run presentations off the iPad!
I did, the buttons still aren't registering the clicks. The mouse works on the PC and Mac without any issues, btw.
I'll be getting a Logitech MX Master 3 soon so I'll try that with iPadOS and see how it goes.
Seems that mouse support is really erratic. I could not pair my Logitech M337 mouse even though I’ve read posts in reddit that the M535 (which is basically the same model) works. I’ve also read that Apple’s own magic mouse doesn’t work perfectly with iOS13 / iPadOS. I’d seriously test first before buying a new mouse if you are really getting one for the iPad.
As mentioned previously, M720 and Logitech Spotlight works. Will try to find a compatibility list.

Has anyone tried to read a thumb drive using the camera connection kit?
How did you connect your Logitech Spotlight presenter to your iPad, via the receiver or bluetooth? Does it work well with both Keynote and Powerpoint?
I do a lot of (long) presentations and I'm looking at using my iPad as my primary device while I leave my MBA at home.
My Apricot USB OTG did not work on iPadOS. I still need to use its app.
Connected via Bluetooth. I am using an iPad Air 3, I cannot use USB with the VGA or HDMI connector , but if you have an iPad Pro, a USB-C hub would work well with Spotlight.
The "spotlight" effect is not working on the iPad, as expected, but the mouse control, forward, and back buttons all work on Powerpoint. I don't use Keynote. I'll try to do a quick video later.
Update: turns out the accessibility pointer is not displayed when connected to an external display, meaning we cannot use the Spotlight to point in the presentation. Forward and back buttons still work. You can check it out in this test video:

Mm...yet another guide to iPad OS, this one is good.
One thing I'm disappointed with after having updated to ipadOS is Safari tabs no longer sync between my iPad and Mac.... I guess a concession I can live with in order to have iPadOS now instead of next month.
Mm...I love the new all-screen screen capture in Safari. Saves to pdf the entire web page. So no more multiple screen caps for longish webpages.
FYI. Apple just released iPadOS 13.1.1 (as well as iOS13.1.1).

I'm doing some research on the Photoshop for iPad... and I can't find any info that it's exclusive to the Pro line...

I'm starting to feel that iOS 13 was rushed. What will Apple loose if they released the iPhone 11 on iOS 12 then shipped a final iOS 13 on a later date.
mmm...from a user’s POV:
rule of thumb: cheaper hardware = inferior user experience from point of sale to after-sales service.
I m sure that the less expensive iPads has its place but so does the iPad Pro. If you want more, you have to pay more.
Apple just released iPadOS 13.1.2.
Is this a weekly thing now?
I tried my thumb drive using the USB 3 Camera Adapter after update to iPad OS. However when I upgraded to 13.1.2, it shows an error message that it needs more power. This is strange since I tried plugging in my external hard drive, which needs more power, it worked well.
I tried plugging my thumb drive to my iPhone with 13.1.2 and it worked as well.
Let me know if you have the same issue and if you find a fix for it.
