iChat AV connection failure -- who\'s to blame?

Sometimes iChat AV works. Other times it doesn't, i.e., there usually is a connection failure. I don't know whom to blame: my ISP, the other party's ISP, the time of the day (presumably heavy net traffic), OS version....

Does anyone experience the same frustration?

In my case, my iChatAV doesn't work whenever I'm behind the firewall at the office. But whenever I'm on other places where the 'net connection is not restricted by any firewalls and/or proxy servers, it works just fine.
