i just noticed this now, although i think this has been happening for quite a while already (not sure if since iOS7 or iOS8)...

my recent call lists (all/missed) keep coming back even after i have cleared them! they somehow sync across my devices (a macbook, an ipad and my phone), and i've tried clearing them on all devices but they keep coming back!

i've tried searching the web how to permanently clear recent contacts (aside from the call lists, they also appear in the app switcher and other places), but all i found was to hide them from the app switcher.

anybody who knows how to clear them? i mean, i don't need to see on my call list that a telemarketer called me last year. hahaha :)

I suggest you log out, then log in your Apple ID in all the Apple devices you have. Sometimes it's a glitch in the iCloud account or server.

Yeah, just like sir Chito said, logging out and logging in might do it. But my suggestion would be, if you have your ID logged in on multiple Apple devices, to log off from all of them except for one. Use the one remaining device with your login to clear those recent contacts. After you've cleared them, try to log your ID back in on the other devices. IMO, that's your best chance of beating the "system". HTH :)

Does this apply in deleting contacts? I'm trying to delete some contacts but I can't find the delete option.

When you edit the contact, the delete button is at the very bottom of the page.

I have contacts where after pressing edit, delete button is no where to be found (unlike most of my contacts).

I noticed these also. Some of your contacts are somehow link/sync with your emails and social media accounts. To delete these numbers, you should turn it off under settings. Ex. Settings - Facebook - toggle the 'Off' switch Contacts. Or if it comes from one of your emails, go to Settings - Mail, Contacts and Calendars - select your email account - 'Off' contacts sync.
