I think you need to setup a US itunes account using a US-based credit card number

Hulu wont even give me access, it says the service isnt available on my country alert.

I used to use Hotspot Shield to access Hulu content before.

I'm not sure about Garageband (I don't use it), but like lesterjune said, Hulu used to be accessible outside the US via US-based proxies like Hotspot Shield. Lately though I've heard that Hulu has also started stricter checks so that such access is now difficult.

You might want to look at trying out access via a US-based VPN - but that might involve a more complicated setup than a proxy.

Try using Tor and routing through a US peer

Tor is kind of slow for me, especially for video streaming. VPN is the only reliable way. You could get a paid VPN or try the previously mentioned free, ad-supported Hotspot Shield. I heard it has bandwidth limits now though.
