Just use SuperDuper! (the exclamation point is part of the name ;) ). It's free to use if you just want to clone your old hard disk to the new one.

If you don't have one yet, get a USB enclosure from CD-R King, they won't be more than P500.

This is how I'd go about cloning your old HD:
    1. Install the new HD in the enclosure and plug it into your Mac.
    2. Use SuperDuper! to clone your internal HD to the external one.
    3. Remove the old HD and install the new one.
    4. Put the old HD in the enclosure and erase it if you want to use it to archive stuff.

That's it :) When you restart your Mac after installing the new HD, you're not even going to notice any difference, just a lot more free space (and Spotlight will start re-indexing).

Go to Disk Utility and erase your new 250GB hd. Choose the "Mac OS Extended (Journaled)" format. Just post if you need more detailed instructions :)
