IIRC fast charging stops at 80% (unsure if this is always the case or there has to be a precedent like the phone overheating during charge) so, in theory, the double chime should still be heard up until 79% if it is indeed indicative of fast charging. But this is coming from someone who's never heard/noticed her iPhone chime twice. I guess I just don't pay attention!

I think there's also a new feature in iOS 13 where charging stops at 80% if your phone gets too warm. I do notice my phone doesn't really charge past 80% in 30 minutes when keeping apps like Lyft up and running.

There is a feature now under battery health called Optimized Battery Charging, in which it learns your charging routine and only charges it past 80% when it knows you need it. And you are also correct if the battery gets too warm it will just stop charging regardless of the battery percentage.

As stated in my post, how do you know, WITHOUT CHECKING/COMPARING charging times. Simply put, I am suggesting an indicator of some sorts.

I use a relatively old Macbook's (12" / 2016) charger which is 29W + the cable that came with my iPhone 11 Pro Max... charging times are fast... but I've made it a habit to keep an eye on it whilst charging.

I charge when I'm at 30%.... and I do not let it go over 90% as much as possible (say 95% tops - very seldom does it reach 100%).

with this scheme, my charging time is typically just an hour.

I've been using this App for the longest time... But I read somewhere that a phone will charge faster a few minutes after the screen turns off.

Hmm my iphone 11 pro test charge shows 29W not sure how much faster ~1W can help speed up the charging. :) i usually go up to ~60% battery from 5% within 30 minutes..
