UMTS 850 is used in USA by AT&T ah, it is known for better wall penetration, it might be being rolled out by Smart hmmmm.... but most phones that is shipped here are not yet compatible with that band (except iPhone.. hmm...). most USB modem does, so somewhat, smart is differentiating the modem and mobile networks which is good.
SmartBro's slow connection Bora is Given, there are thousands of people in that small island and their only means of quick and easy broadband is well, globe or Smart.

HSDPA is a branch of UMTS, it's the evolution of UMTS. (3.5G) kumbaga.

so wait... service really is based on area more than the provider? is that it?

Of course we can't safely say that your area is great or not, it still has other factors like allotted bandwidth and the number of people using the service in your area.
in a way, it is still in the provider's hand if they WILL give you a great service or not so IT IS STILL Provider dependent.
