You'll need VLC to make it run. Since Apple's Quicktime by default doesnt support Video CD's. Visit www.videolan.org and download VLC.

Let us know if it works. I assume you are running OSX, since OS9 can by default read VCD discs, but when they ported to OSX they somehow didnt support VCD's.
