Tough Question.
An artist is someone who makes an artwork, art piece or art form initiated purely by self-expression. An artist may use conventional (traditional) media, new media or a combination and may follow conventional art style, production techniques and/or combination of art style and production techniques.
A digital artist is obviously someone who's work takes advantage of electronic media and technologies.
A designer is someone who's work of art or design is initiated by form and function rather than self-expression. A designers output is also referred to as visual solution and utilize conventional art form, art styles, creativity and new media.
An artisan is someone who executes someone's artwork, artpieces, artform or design.

just to add, most digital artists nowadays are also artists (traditional/manual) meaning he should be able to do both. Most of our artists are knowledgable of both manual and digital since they share the same principle but they don't share the same skill required.If one is an artist, he should be knowledgable of both digital and manual.

I second to this. Back in our collegiate days, we're trained doing presentations manually, using watercolors, airbrush and the likes, but now, it's kinda different. We're somehow required to be digital artist more and more and more, but ofcouse it was indeed a great help knowing those tradtional/manual skills that could be applied too to digital works.
By the way, I am still painting(mostly on watercolor) on my free time.

That's not always the case, and more often, its not required - art is merely self-expression regardless of medium, style or form.
An artist and designer needs all the skills, technology and resources they need but both have different purpose -
You know Amorsolo? During his time, computers are not yet around but he is both an artist in a designer -he painted beautiful landscapes and also does commissioned work like the Ginebra San Miguel label.

Yup...it also depends to where an artist excells, but considering the demand these days, it's better to be knowledgable of both digital and manual. Another thing to consider is the artist's choice and passion. Some artists may prefer to stay with manual, some may prefer digital and some may prefer both.
It all sums up to the artist's choice and preference.
