Help: Problem adding accounts

Am running OS X 10.3.7 and can't seem to add user accounts on my computer. I have about 40GB of free HDD space, and the current user account am using has admin privileges. Clicking on the + sign under the Accounts Menu does nothing though clicking on the - while highlighting the other user account offers to delete the user.

I've already repaired permissions on my HDD so that rules out that solution.

Any ideas on what I can do to add a user account?

encountered same problem last month. rebooting did the trick.

Someone at MacFixItForums suggested to another user who had the same problem to try trashing the following files (after quitting System Preferences):

~/Library/Preferences/com.apple.desktop.plist
~/Library/Preferences/com.apple.systempreferences.plist
~/Library/Cache/Desktop ...Desktop cache files
~/Library/Caches/com.apple.preferencepanes.cache
~/Library/Preferences/ByHost/com.apple.screensaver.xxx.plist

~ is your home directory. As always, make sure you have a backup, JIC.

Tried both methods and I still can't add accounts. Would appreciate the help of any Mac Geniuses out there. =)
