As far as I know, you can't really use customized sms tones yet, rather, you backup the original tones then put your own tone with the same name as the original. You can use fugu or winscp to transfer the files. As to the format of the files, I'm not quite sure, but I think in /System/Library/Audio all files have the extension of .caf. HTH.

on 1.0.2 just use ibrickr to add customized sms tone

    run ibrickr
    select sounds
select sms received (alert) select the file(mp3 or wav), click ok (ibirckr will automatically transcode it to .caf)
select sms received (in windows) select the file, click ok, exit ibrickr
    then restart iphone

on 1.1.2 first same as 1.0.2 (but it will only replace the sms tone (in-windows))
    second use iphonelist or iphonebrowser
    navigate /System/Library/Audio/UISounds
copy "sms-received.caf" (that's the file ibrickr replaced)
(you will notice there are also sms-received1.caf,sms-received2.caf up to 6 -- these are the stock sms tones)
rename the copied file to sms-received1 or sms-received2 up to 6(i renamed it to sms-received6and the "electronic" stock tone was replaced)
drag/upload the renamed file to the sames directory
    exit iphonelist or iphonebrowser
    restart iphone

check general-->sounds-->new text message to preview the customized tone

That is good only for caller ringtone, not for SMS alert tone.
