Can I share my internet connection on my laptop on my iphone?

Im using windows, im connected to the internet via PLDTs WeRoam.

I would like to share its internet connection via wifi (i a dlink usb wifi) and the built in wifi of the laptop.

Is there are away to do this? I remember on macs you can do this but can you do this on windows? help please.

I need this to update my phone right? and also use the installer app, right?
