Best place to buy legally unlocked iPhone 3G

Since Globe iphone 3g plans are expensive, i was wondering where can you buy a legally unlocked iphone that you can use with any network (for ex SMART / SUN). Where and HOW can you get the cheapest? how much?

For ex. I heard from someone that Optus/Vodafone in australia offers unlocking fee for $80

Only legal is through Globe prepaid for 41,000 something and I'm not sure if globe will unlock it for other network's use.

41899php? rip off ang globe and to say they have poor service and the real price of the iphone is just at $199x45=8955php (starts at $199 apple is disorganized in its website now making it hard to find the other prices)
