USB 2.0 enclosure is working on ALL other Mac except this PB G4 15" Alluminum...

A few questions:
1. Are you trying to power the drive/enclosure using the USB2.0 bus?
2. Is this a newer PBook, one with a FW800 port?
If you answered YES to both questions, then you need an external power source for your enclosure.
The newer PBooks with the FW800 ports do not supply enough power on the USB bus to run external HD enclosures. Check the Apple Support Discussion Forums for more information.

Yes it is the new PB g4 15" (FW800).
ANd yest, i'm using the same USB port of the PB 15.
BUT, I tried to connect the USB power to a desktop machine and still the enclosure won't work..

How big (size in GB) is the HD in your enclosure? I read from somewhere (i just cant find it right now) that there is a certain limit to the size of the HD you can use before you need to use an external power for the USB.
So as the above suggestions said, you may need to power that USB via a separate power source
