I've been downloading music from the US iTunes for years now even though I'm based in RP. Although technically my doing so violates the iTunes EULA. You just have to open a US account to do so.
Create a US iTunes account but don't fill-in any credit card info then buy some iTunes gift cards.
You can buy US iTunes gift cards at Datablitz. You can then redeem the credits to your US iTunes account.
The greatest harm can come from the best intentions.
mmm......in addition, you can link your PH-issued credit card with a Paypal account (creating one is easy) and use Paypal to purchase iTunes Gift cards from on-line vendors (where? Try eBay.com). Then there's the old-fashioned way. Buy CDs, rip it and import it to your iTunes account. Personally, I prefer original CDs so I can rip it to the quality that I want (from FLAC to MP3) and use the discs for my car audio and home audio gear. The prices are comparable (CDs vs. on-line albums) and I DON'T HAVE TO DEAL with DRM'ed content or restrictive EULAs/TOS. My music. My rules.
