Mm...I actually like the temporary car plate situation. Some that I've seen on the road looks a whole lot better than the official plate.
Abolish the LTO na lang. Seriously. What a useless organization that makes people's lives worse. Why are they punishing the motorists, when clearly it is an issue between the DEALERS and the LTO? FAQ: Everything You to Need to Know About Temporary Plates and No OR/CR, No Travel In the first paragraph of the memo in which it cites Republic Act 4136 or the Traffic Code of the Philippines, the LTO will apprehend and fine drivers using an unregistered vehicle, be it a two-, three-, four-, or even six- or eight-wheeled vehicle. The exact words the memo uses are: “to ensure that only registered motor vehicles are used or operated on any public highway”. This is the most critical part of the memo and it is much too overlooked. RA 4136 specifies that only registered motor vehicles can be operated on Philippine roads. People think the conduction sticker allows use of a car. That’s inaccurate because even on the LTO’s website it says: (1.a.a.1) Issuance of Conduction Sticker – Conduction Stickers are only issued to accredited assemblers and importers of whole MV for road testing and delivery. The conduction sticker is used to allow legal utilization of motor vehicles prior to its initial registration. The legal use referred to in the above is road testing and delivery. Adding to the wrong impression about Conduction Stickers allowing use of a vehicle, is the idea that it is allowed for 7 days. This too is wrong. The 7-day window for a dealer to register a sold vehicle with the LTO is merely the penalty-free window within which the registration must be processed. (RA 4136. Chapter V. Sec. 56. A.) This doesn’t mean that a vehicle can be operated without registration. In fact, RA 4136 also penalizes driving a motor vehicle without registration. (Chapter V. Sec. 56. D.) So why exactly is needing an MV file number and not being able to use an unregistered vehicle going to impact on the buying experience? Well, if registration happened within the day of purchase, there would be no issue. The impact comes from the fact that it takes anywhere from 14 to 90 days to complete registration. These completion times are based on transmittal receipts held by vehicle dealers. Is it possible to complete the registration process within the 7-day period prescribed? Oh yes, it is possible to complete registration within even 1, 2, or 3 days, but these usually happen when there is public scrutiny or special considerations like “SOP” or high connections.

Mm...I am afraid that's a no-go. Reason: the Philippine government has ran out of plastic stickers. Cartolina na lang daw i-susupply ng LTO.
the best to solve all vehicle related problems here in Pinas including traffic is STOPS selling cars until there is plate to put on it. the fact is car maker assemble cars years faster than government make a small piece of junk
Personally they should really update REPUBLIC ACT No. 4136 . It an outdate law (1964) which until now is the basis of these regulations and problems . Instead doing these useless senate and congress hearings . Congress should go back on what they should be doing make laws.
Dear LTO: Before implementing anything new EVER, can you please explain to us first where's our plates and stickers that we have paid for? We've been paying for stupid P50 stickers for years and you wanted to replace all old plates with new ones so we paid for them. Where are they again? Same sentiment as others. Why do we, the taxpaying and law-abiding motorists, have to suffer for your incompetence? Oh right, because we are the ones that are law-abiding.... Geeeez.........
Actually aside from the car sites Carguide.ph and Topgear.ph, this No ORCR policy and the incredibly stupid DIY Temporary Plates policy are nowhere to be found in the major newspapers or tv stations. Heck, as of this writing, these new schemes are not even posted on the fricking LTO WEBSITE. Yet LTO said both policies have been rendered effective as of yesterday February 20, 2017. Why? The better to hulidap people with. The less people know, the more victims they can claim. That's a lot of 10,000 pesoses in penalties.
I have a couple of co-workers about to buy new vehicles. So their dealers are explicitly advising to not drive their new cars without the OR/CR. Man, that's bull***t. You paid for it, it's yours, but can't use it until LTO get's their act together. Definitely holding on to my current vehicle for now...
So the new deal should be, no payments should be made by the buyer unless the dealer can release a new vehicle with an OR/CR. In this scenario though, it is the dealers that will bear all the risk of LTO's incompetence. So the dealers will pass the risk to the helpless buyers na lang. Sad truth and we're all powerless to do anything about it, save for some rants here and there.
actually IMHO car shouldn’t be driven on the road if its not registered to LTO, as it still has no right to run on the road yet until its fully registered, also to make sure it has the proper insurance for all the accidents that might happen, I also have no problem car cant be driven until license plate not yet affixed, so the car can be properly identified if needed. BUT......buying a car that not sure when it will be issued a license plate for years? that’s B*LLSH*T
So I signed the papers (bank docs, cheques and a pile of other stuff) last night, Feb 20 - now counting the days, or weeks and hopefully not months before the vehicle gets actually released.
Some dealers have resorted to asking their customers to sign a waiver, in which the customer agrees to shoulder both the 10k customer fine and the 100k dealer fine. 2017 is not starting out out as a good year for the local auto industry.
OMG walk away from these dealers, you are like buying something to get yourself into trouble, imagine getting after sale service from them starts with signing waiver
